2016-2017 Merit Based Bonus

The General Assembly approved the 2016 Appropriations Act in July 2016 which provides a one-time merit-based bonus for the 2016-2017 fiscal year. Per the General Assembly, the merit based bonuses are for non-educators and may include school based administrators, central office and non-certified personnel. Teachers and instructional support paid on the teacher salary schedules are not eligible to receive this merit based bonus. This merit based bonus is not subject to retirement, but is subject to social security and income tax. Each LEA must have a locally approved plan that determines the distribution of the bonus based on criteria set by the General Assembly.

The General Assembly is only funding the merit based bonus for state funded employees. However, the NCCS Board of Education has set aside enough local funds in 2016-2017 to ensure that locally funded employees also receive the merit based bonus.  This ensures that all eligible NCCS staff will receive the merit based bonus.

Criteria for the merit based bonus policy approved by the NCCS Board of Education:

*All classified employees are eligible for the merit bonus except for Central Office Administration, Principals, Assistant Principals, Child Nutrition Employees and Community Schools Employees.

*Employees must be employed as of January 1, 2016 to be eligible.

*Employees must be full time (at least 75%).

*All eligible employees will receive a base amount of $500.

*Employees with 10-19.99 years of local service with Newton Conover City Schools through December 2016 will receive an additional amount of $300.

*Employees with 20+ years of local service with Newton Conover City Schools through December 2016 will receive an additional amount of $600.

*Employees with any disciplinary actions or action plans within the last two years are not eligible.

*The merit bonus will be paid on December 21, 2016.
